Κοινοβουλευτικές ερωτήσεις (ΓΡΑΠΤΗ ΕΡΩΤΗΣΗ υποβολή: Graham Watson (ALDE) προς την Επιτροπή)
Η Κύπρος είναι μία από τις 45 χώρες που έχουν υπογράψει τη διαδικασία της Μπολόνια, μια διακυβερνητική πρωτοβουλία που ξεκίνησε το 1999 και στοχεύει στη δημιουργία ενός ευρωπαϊκού χώρου ανώτατης εκπαίδευσης (EHEA) έως το 2010 και στην προώθηση του ευρωπαϊκού συστήματος ανώτατης εκπαίδευσης σε όλο τον κόσμο.
Τον Ιανουάριο του 2007, η Βόρεια Κύπρος υπέβαλε αίτηση συμμετοχής στη διαδικασία της Μπολόνια και ζήτησε να συμπεριληφθούν στον ευρωπαϊκό χώρο ανώτατης εκπαίδευσης τα 5 πανεπιστήμιά της και οι 40 000 φοιτητές που σπουδάζουν στη Βόρεια Κύπρο.
Εφόσον η Βόρεια Κύπρος πληροί τα κριτήρια των αιτήσεων συμμετοχής που θεσπίστηκαν στο «Ανακοινωθέν του Βερολίνου» το 2003, προτίθεται η Επιτροπή να λάβει συγκεκριμένα μέτρα προκειμένου να διασφαλίσει την αποτελεσματική συμμετοχή της Βόρειας Κύπρου στη διαδικασία της Μπολόνια;
Προτίθεται η Επιτροπή να προβεί σε ενέργειες προκειμένου να διασφαλίσει αυξημένη συνεργασία και αποτελεσματική συμμετοχή των πανεπιστημίων της Βόρειας Κύπρου στο πρόγραμμα Erasmus και σε άλλα κοινοτικά προγράμματα στον τομέα της εκπαίδευσης;
Φυσικά, την απάντηση δεν την μεταφράζουν στα ελληνικά τα αρμόδια όργανα της Ε.Ε., αλλά στην αγγλική έχει ως εξής:

The Bologna process is an intergovernmental initiative, open to countries party to the European Cultural Convention (according to the criteria set by the Ministers responsible for Education in Berlin in 2005). A decision on all recent applications for membership received by the Bologna secretariat will be taken by Ministers in London on 17‑18 May 2007. Formal membership in the Bologna process, though, is not necessary to implement reforms based on the Bologna principles. The universities in the northern part of Cyprus can freely follow the Bologna priorities such as the degree structure system, quality assurance and credit system.
The universities in the northern part of Cyprus, which are not recognised by the Republic of Cyprus, have not had the possibility so far to participate in the Erasmus programme. The Commission will continue to explore with the authorities of the Republic of Cyprus possible ways to find a solution to this problem.*
To compensate for the lack of opportunities for the Turkish Cypriot students and teachers to benefit from mobility offered by the Erasmus programme, the Commission has, under the Aid Regulation, set up a community scholarship scheme for the Turkish Cypriot community. This scheme enables undergraduate students and teachers to spend one year abroad at an EU university/higher education institution.
